A certificate which identifies the country of origin is typically required for international shipments. Certain countries may entirely bar shipments from certain other countries. In select countries, a notarized certificate of the country of origin may significantly lower the taxes levied. Certain nations require a signed statement as to the origin of the export item. Such certificates are usually obtained through a semi-official organisation such as a local Chamber or Commerce. A certificate may be required even though the commercial invoice contains the information.<\/p><h3>MITI New Guidelines for Issuance of Non-Preferential Certificates of Origin<\/h3><p>In order to regulate the issuance of Certificates of Origin, Ministry of International Trade and Industry (MITI) has amended and streamlined the existing guidelines for a more effective system of issuing Non-Preferential Certificates of Origin. The new Guidelines are aimed at eliminating cheating and forgery of Certificates of Origin and implemented with effect from 1st June 2008. Under the new guidelines, there are new procedures that have to be adhered to by manufacturers, exporters or traders to obtain Non-Preferential Certificates of Origin.<\/p><h3>Criteria for Application of Non-Preferential Certificates of Origin<\/h3><div> <\/div><ul><li>Manufacturers, exporters or traders must be registered with Companies Commission of Malaysia<\/li><li>Products that are:<br><ol style=\"list-style-type: lower-alpha;\"><li><div>Manufactured in Malaysia and use 100% local content; or<\/div><\/li><li><div>Manufactured in Malaysia through a transformation process which change the tariff code classification at six (6) digit level; or<\/div><\/li><li><div>Manufactured in Malaysia and contain at least 25% local content<\/div><\/li><\/ol><\/li><li>ACCCIM will only accept applications for endorsement of Non-Preferential Certificates of Origin for shipments within a month after the date of export.<\/li><li>Applications for endorsement of Non-Preferential Certificates of Origin before the date of export will not be entertained except for air shipments. Applications for endorsement of Non-Preferential Certificates of Origin before the date of export will not be entertained except for air shipments.<\/li><li>Non-Preferential Certificates of Origin will be issued provided the relevant documents submitted are in order.<\/li><li>Issuing chamber reserves the right to reject any applications at its sole discretion<\/li><\/ul><div> <\/div><h3>Letter of Indemnity and Statutory Declaration<\/h3><p>With effect from 1st June 2008, the applicant is required to submit a Letter of Indemnity duly stamped at any Government Stamping Office once a year and Statutory Declaration Letter, to be renewed annually and submitted together with the following documents:-<\/p><ul><li>Certificate of Incorporation of Registration in Malaysia under the Companies Act 1965<\/li><li>Manufacturing License<\/li><li>Director&#8217;s Statutory Declaration together with Form 49<\/li><li>Letter of Indemnity affixed with stamp duty by the Stamp Office<\/li><li>Specimen of Authorized Signatories together with photostat copy of NRIC\/ Passport<\/li><\/ul><div> <\/div><h3>Documents Required<\/h3><p>Documents Required:<br>A. Good and products to be exported directly by Manufacturers, documents required are as follows:<\/p><ul><li><span style=\"background-color: transparent;\">Raw material and product invoices (if applicable)<\/span><\/li><li>Invoice to Customer\/Consignee<\/li><li>Packing List to Customer\/Consignee<\/li><li>Customs export declaration (Borang K2) &amp; Customs Receipt<\/li><li>Bill of Lading\/ Airway Bill to Customer\/ Consignee<\/li><li>Any other document(s) as may be deemed necessary (if applicable)<\/li><\/ul><div> <\/div><p>B.
